Eben nicht frei - siehe die anderen Kommentare - ein Blick zu Wikipedia hätte auch schon genügt. Oder ein wenig Ahnung von der Materie (als Java-Entwickler hat man die - andere interessiert JavaFX derzeit noch kaum).

(j) Software is not designed, licensed or intended for use in the design, construction, operation or maintenance of any nuclear facility and Oracle and its licensors disclaim any express or implied warranty of fitness for such uses. (k) No right, title or interest in or to any trademark, service mark, logo or trade name of Oracle or its licensors is granted under this Agreement.
6. Java Compatibility and Open Source.
Software may contain Java technology. You may not create additional classes to, or modifications of, the Java technology, except under compatibility requirements available under a separate agreement available at www.java.net.
Das Lizenzproblem von JavaFX bleibt erhalten. Es wurde lediglich das Wort "Sun" durch "Oracle" ersetzt.
Noch einmal kurz zusammengefasst was die Lizenz bedeutet:
Man darf die JabaFX Runtime nicht modifizieren, editieren, etc. Und man darf genau eine Kopie für Archivierungszwecke von der Runtime machen.
Wenn man eigene Programme hat, die auf der JavaFX Runtime aufbauen, dann ist es strikt verboten, die JavaFX Runtime zuammen mit dem eigenen Programm auszuliefern!

Download != frei.
Du kannst auch Windows Vista runter laden - aber frei ist das genauso wenig.
Frei, Pplattformunabhängig, RIAs ... das alles ist doch worum es bei JavaFX geht.
